I doubt that polishing the lens would move them. If you have just purchased the vehicle then it is quite possible that the bulb is incorrectly positioned or the headlamp unit has bee played with at some time.
Before adjusting the unit make sure the bulb is in its seat properly. You do not have to release the spring clip to put it in the correct position. Grasp the socket and try to move it around, do not pull just keep the spring pressure on it, if its out of place it will click into position.
Only when you are sure it is OK adjust the unit with the screws.
