Quick question : When stationary and in neutral and you rev the engine is the rev limiter supposed to cut in at 4500 rpm?

I can hold my foot on the floor and the engine just sits at 4500rpm and feels like the engine management is restricting it.

As soon as you move off and are doing 5mph or so it revs out freely to approx 6300rpm.

I have tried it with the traction control on and off and its the same.

Is this the norm?

Just caused a bit of a problem doing a quick launch earlier as although it doesn't cut in until 4500rpm the engine starts to feel like its starting to be restricted at 3000rpm and goes a little flat.

Must stress this only happens when stationary.
