I have the original covers and plugs on my car, an '04, and I have never had this problem.
I think the joint between the lens and the housing body sometimes leaks.
I also maintain that with DTRL's the temperature inside would deter any moisture from the atmosphere from building up.
Other people have said that the kit to fix this problem did not do anything, so good luck on your problem.
Dry out the lights before you put on the kit or you will be sealing moisture inside.
