Doc's right about this, there are specialty punches with integrated seat belt cutters on them. The cutter is built in a way that the blade is covered so you don't hurt yourself with the very sharp edge. It will cut a belt like it is butter. Some are bright orange so as to not lose them. You can probably google firefighter tools, multifunction seatbelt tool or something similar and find them. I don't think that they are to expensive for a quality product.
