I have all of the splash shields listed in the service manual (the big one under the engine bay that needs to be removed to change the oil, and the forward one under the front bumper although mine is a bit beat up) and I didn't need to remove anything to replace the steering stabilizer. It was behind the engine bay splash shield.

The service manual seems to back me up on this - instructions are just "unbolt and bolt the new one in."

If you've got really long arms and are skinny you don't even need to jack up the car, although I'd do it for convenience. Two bolts, a few taps on each end, and you're done - it's a trivial job.
