He wants $540 to change the pads and rotors. +$75 for the inspection.
What do I do?
Can I upgrade my brakes and do it my self for $500?

See what specs are in PA first. If they are the same and the MD inspection is saying they don't meet the standards, then the PA inspection was falsified or the MD inspector is grabbing some work out of it. You should be able to call the dealer and say same specs but it didn't pass inspection in MD. Maybe they'll work something out.
Rotors are expensive but maybe you can get them, put them on yourself or take them to the facitily and have them install and do the breaks. Find out what they are charging for the rotors. You should be able to get them quite abit cheaper yourself.
I've seen set's of 2, drilled etc. for $150 or less. Good ones just slightly more. Others, normal, quite a bit cheaper.
