Just call up your mechanic, and thank him for showing his true colors since you brought him your new car for an inspection, and let him know that you aren't ever bringing him anymore business in the future.
What I would do is go buy a digital caliper, and measure the thickness of the rotors yourself, before buying a new set. This is a common scam. There are no State minimum thickness for brake rotors, as there are tens of thousands of different rotors in use, and there's no way ANY state is going to stay on top of keeping a list available to all shops on what their recommendations are. That's not a business the state ever gets involved in.
