1st, make sure the bulbs are seated properly. This can be a problem. If you have a pool of light right in front of the car, this is most likely the trouble.
I loosen the clips that hold the bulbs in and re-seat the bulbs in the socket while watching the focus of the beam.

The lights have to be ON to do this, of course!
