Jumping a battery would reduce the charge and voltage. IF you are overcharging that would create outgassing and bubbling over of the acid..

I am a big proponent of getting the digital plug into the lighter voltmeter from walmart for about $20. Then you can see the actual voltage while driving under real world conditions.
