I'm only guessing but I would suspect the ballast is a bit touchy.
Is it possible that it gets a higher voltage/amperage when the engine is not running?
Maybe the battery is a bit low and can start the lights when the starter has not drained the battery a little too much and when the battery is charged up a bit more then the light get a good kick from the ballast.
If both the ballasts are not for 55 watts operation and one is for 35 watts that may cause a problem.
