The film can be used as evidence since he was busted for speeding and he admitted that he was filming a video and handed it over to police. If the camera was at home or posted in the net it would be a different story. But since he got busted and all the evidence was at the scene of the crime, it can be used. The driver handing the camera over also seals the deal in my opinion.
Remember... if a cop pulls you over and has "probably cause" to search your vehicle, anything taken can be used against you in court. If this guy handed his camera over then the police doesn't need probable cause. But "probable cause" can be argued in court. In this particular case I doubt the suspect would win.
It is like getting pulled over with stolen goods in the vehicle...
