I mean, it's known that the manufacturers specifications are always 'better' than in real.
If you take your Crossfire (or whatever you drive now) to a test center, they would tell you something around 210 HP, I'd guess. Manufacturers mostly do measurements on a engine in perfect condition and in a superb environment.
So it's not a new counting of HP but counting HP under real/normal conditions.
