I would say it is more like the pump is failed, not working intermittently.
So, you are cruising along, step on the gas and all is good. Then you step
on the gas again, and nothing but the sound one would here if the catalytic
converter was plugged. Then, later (few minutes) it seems that all power
has been restored.
It is not that the pump is now working, it is just that your engine coolant
temperature has come down enough that your IATs aren't through the roof,
and the Supercharger engages. Then things heat up a bit, and the computer
sees the temps are too high, and you get nothing in the way of power. A
little more driving at normal speed, and the temps come down. IATs are
now lower and the Supercharger engages.
