You would need a DAS/Xentry system. These are very hard to construct - it's possible, using shady knowledge from the Internet, to create the software side (you'll need to be good with computers and Windows as it involves some partitioning insanity), and even to enable Developer Mode in the software (which will let you do other cool tricks, like reprogramming ECUs to new VINs), but the software is married to a multiplexer/dongle setup that is very hard to find at a reasonable price.
I would just get someone (a Mercedes shop) who owns one to do it, if your need for reprogramming is legitimate - a multiplexer will cost you a few hundred bucks at the least.
(Sorry for hijacking this thread to answer this question - I just wanted to clarify that reprogramming airbags isn't a walk in the park and he should probably just get someone else to do it for him).
