It must include surrounding city/counties... I agree with you, Chicago PD almost never pull people over for speeding. Mainly because there is no where to speed, or the cop is doing well over him self. As long as you keep with the pace of traffic all is good. Now the west suburbs are another story. Elburn,IL has set records for speeding and DUI arrest in Illinois the past 3 years.....the kicker is that Elburn only has 4,700 residents. They get kids traveling to/from Northern Illinois University and the city.
I cruise Elburn a lot, especially on my bike. I'm definitely cool going through town where the speed limit drops to 25 or whatever.
Naperville is another hot spot, especially anywhere on Rt 59. ... not that I don't haul *** through there, but, you have to be careful.
LOL... a couple of kids in ricers decided to drag race out of a light. The cop behind them kept up with them, then pulled them over and arrested them. Check your rear view mirror before you do something like that, eh? : )
