1. The threads are tapered and this is normal. The drain on a radiator is the same way, but i would use a teflon sealant on the threads.

2. Blocking it off prevents the oil vapors from going back into the intake system, and just into the catch can.
I had a catch can on my VW GTI. At high revs the oil would vaporize and flow into the intake gunking everything up. The catch can REALLY made a difference. I am gonna get one for the Crossfire.
