IMO it's normal to have a slight difference to the time/temp sign at the bank. The sensor is fixed to the car and reads therefore the temperature of the direct environment. And that's good like this especially in winter, the road can already freeze while the air near the bank is above freezing point. And in summer the air over the roads heats up higher.
