compaction, compaction, compacton.....stone, I would recommend 53's if just parking cars on them. Dig out and level for about 4" of the 53's and allow for the depth of the pavers. I would compact the ground once level, then the stone once level and pave away. Leave the grade in the direction that water needs to run off to as well. Good luck...
