I would pay somewhere between $13,000 and $14,000 for a 2005 base roadster with 750 miles. I bought my 2005 Limited with automatic, navigation, LOJACK, and 5149 miles for $14,000 in January. Just week earlier, I worked a deal with a dealer in Virginia for a black 2005 base roadster with 12,000 miles and a Chrysler certified warranty for $13,300.
Keep in mind that there might be some time left on the transferrable 7 year/70,000 mile powertrain warranty (not much if he bought in 2004). Also, as has been said, you will have several hundred dollars in expenses,starting with an oil change, just to get the car ready to drive.
Super-low mileage cars are not always a great deal. I figure that a lot of cars have issues during the warranty period, and those things will be fixed at the manufacturer's expense. This 750 mile 2005 hasn't had its "shakedown" during the warranty period, so you could be on the hook for some expensive repairs in the future.
If you offer $14,000 and they don't take it, don't feel too bad about it.
