Yes it can be used for routine maintenance. It doesn't matter if you bought it used either. As long as it's still within the 3yr./36 mo. warranty you are eligible for Premium Care. Here's a direct quote from Chrysler:
"The Chrysler Premium Care Plan compliments the standard limited warranty with a NO CHARGE complimentary loaner vehicle during scheduled maintenance service or warranty repair appointments made anytime during the 3/36 limited warranty period.
