This may be a really stupid question, but I have to ask because this is the first car I owned that works this way. To turn on the high beams, you must push the lever forward. Did you try that? Seriously? I made that mistake driving my car home the first night.

I can't see both devices being defective at the same time.

And the OEM Fog lights are more for looks than actually doing any good, IMO. In no way will they take the place of high beams, not even close. There are many posts about DIY upgrading the base with fog lights.
