I would just replace the pads with a low dust ceramic, rather than adding some device of questionable value to your wheel/brake arrangement.

In my opinion it's not an area where you want do something that may impede the intended design, by possiblely reducing airflow/cooling/conduction of heat, or adding something to an area as important as stopping the car.

The best way to reduce dust is with the right pad, it's a relatively cheap fix, and the approach I would take...
