Now, I will admit, you can be cited for "unreasonable" speed, but again the above factors will be needed, or it's just hearsay....vandals on the other hand are videoing their buddies destroying property, or videoing each other getting high, or fighting, or....you get the picture(video in this case)....but it would be hard pressed to prove a speeding citation without a face...it's hard enough to prove the video wasn't tampered with...
