If your not going to wear a seat belt you should really "go for it" and disable you driver side air bag, and anti-lock brake system.
this is a bit extreme. there are different reasons some don't care for the seat belt chime...
mine is real estate. getting in & out of the car to set up signs is a nightmare with-in a community. i don't need to "click it" everytime i move to the next corner to place a sign.

do wear my seat belt but there are times it is annoying.
~ others have spoke of getting the mail at the end of their long driveway...would you want to put your seat belt on to head up your own driveway?
~ driving around a shopping mall parking lot...to go from one side to the other.
~ moving your car around in your driveway.
these are all good examples of when it is not needed.
i think the chime should activate itself... once your speed is above 25 mph.
