Yes, indeed. Our cars are very temperature sensitive!
You'll notice significant performance enhancement when it is chilly outside. But it all goes away once you heat-soak the engine. So enjoy it for what it is worth while the car is cold.
As a side note, if you ever dyno your car, this is why you want to let your car cool off for about an hour before you put it up on the dyno. You'll get better numbers before it heat soaks.
