I live in Ohio, but I purchased my car over EBAY from a dealer in Kentucky. When I gave the dealer a cashiers check for the car they gave me the MSO which I took to an Ohio title bureau to register the car in my name. That's where I paid only Ohio sales tax. You shouldn't have to pay sales tax twice I would think. Maybe things are different in Calif. I know lot's of things are.
