Whoa.. that sounds terrible... are you sure that the bulbs are seated correctly? Even with scratches you should be getting the distinct lines...
You might try the product called "Crystal View"... I have used it with excellent result... You water sand w/ 1000 and 2000, and then use their solution as a filler for your scratches and swirls.... after it dries you apply a UV filler/protectant.... it did wonders on mine.
