I don't know where I read it, but another method is to pull up behind parked cars on a dark street and adjust yours so they are just low enough NOT to shine in the side rear view mirrors of the farthest cars.

Maximum distance viewing without shining in others mirrors or eyes. This is what I did, and it works well.

Comparing a shine spot on a near object depends on the relative height of the lamps. Think about that.
