How can you have high pressure on the low side if the clutch will not engage? When the system is not working, the high and low sides should equal out. That means the low side will be higher and high side will be lower than normal until the compressor kicks in. We need more info.

PS if the expansion valve is stuck closed, you will have too high pressure on the high side, and very low pressure on the low side, like a restriction.
