No, too lazy for that. Just put it straight on.
( some of the cuts on my wheels were way too deep for sanding anyway, previous owner was a lady lawyer in Chattanooga who seems to just love curb parking ....... )

BTW: also used the pen to 'paint' the stick-on wheel weights - worked pretty good there too, although the inside of the wheels is a different shade than the outside.
