The quickest way is to buy a 'Canadian' light switch. This would be a plug and play solution. This solution will turn on all the lights required for night driving, excluding the high beams which are available to flash but not use until the lights are turned on as usual.

Some Canadians have wanted the US lights and have purchased the US switch, maybe someone has a 'Canadian' switch to sell or trade for your 'US' switch.

The Canadian lights, called 'daytime running lights', come on when the hand brake is released on a manual, the other lights come on when the car is started.
I imagine autos would be the same, but as many auto drivers do not use the hand brake they may not notice. The headlights are controlled in the daytime mode by a solenoid in the switch I think as it clicks when the hand brake is taken off.
There is another way and that involves a purchased item in Canada and wiring mods.
