The Canadian lights, called 'daytime running lights', come on when the hand brake is released on a manual, the other lights come on when the car is started.
I imagine autos would be the same, but as many auto drivers do not use the hand brake they may not notice. The headlights are controlled in the daytime mode by a solenoid in the switch I think as it clicks when the hand brake is taken off.
There is another way and that involves a purchased item in Canada and wiring mods.
My 2000 camaro in the USA had a sensor so the headlights would come on automatically. I couldn't turn them off. But at night I would pull the parking brake and start my car. The headlights would come on when I released the parking brake.
