All (I think) states have laws against U-turns at controlled intersections. And against changing lanes while passing through controlled intersections.
Both of these were in my Drivers Education class back in Wisconsin (1974).
BUT, I had an interesting, if curt, conversation with a member of the Auburn police department just this week. He was talking on his cellphone and making a left turn, oncoming to me at a 4-way stop. I wouldn't move until he used a turn signal. Cars behind me were tooting their horns and he finally just went. I signaled, turned right and pulled in behind him 1/2 block later (at a Sonic-must have been his lunch time.) He walked directly to me and asked "what was that all about?"
I pointed out to him that if he didn't feel it was necessary to use turn signals, why should anyone?
He didn't like that too much. I don't care because the Chief and I are buddies.
