West, since an audible alarm goes off at around 95 mph (when the spoiler is down) I think that's when engineers are warning you it's a pretty good idea to have it deployed.
Personally, I think it only goes up at 65 mph as a gimmic to draw attention.
If it stayed down until you really needed it, very few people in the U.S.A. would ever get a chance to see it. (At least on most roads in the North East).
