What's behind it is the washer fluid tank .....not good news.
I had that plastic liner off on my roadster to repair the fluid tank ( yea, I'm cheap - didn't buy a replacement tank ).
It is NOT easy to remove the liner - at the bottom rear is a screw that is also involved with the door sill, you have to jack the car up, then support it with stands so you can remove the jack and get to the jack pad.
Long story short - sounds like the fluid tank is having an issue, need to fix that.
