They do 'turn and lock' but I had to wiggle them just a little to get them tabs to line up.
I'm not trying to be contrary or anything but I don't know how important the fog light door is. I didn't even have any (fog light access panels) for almost 4 years and didn't have any problems at all with the fog lights. I finally did make some out of aluminum though right before CAA-RME.
