Each cat should be separately serviceable on the SRT-6. Personally, I would simply replace them with 200-cell versions and gain a horse or two.

Does the state law require you to use OEM parts? Or can you simply replace with an aftermarket, as long as the total cat-count on the car matches the factory specs?
