Its like a ball bearing mounted in a plastic holder, the nozzle ball should move around in all positions allowing you to properly adjust them to your needs, find a strong enough pin or simular piece of metal that will fit into the hole good and it might take some pressure at first to get it to move but they should pivot all around. They do get stuck up with road dirt and other things causing them to feel like they do not move, but they should move eventually I have never broken one yet that would not move, also they are hard to get them to spray the windshield exactly where you want them to spray just take your time and have patience
