The Plastic ring could be the top radiator hoes support it just keeps the hose pulled toward the engine at the oil filter housing.,,not saying thats what it is but a possibility. and if you could put up some pics we could figure it out pretty quickly also you should be able to install the new belt , with minimal mechanical ability .....
