There are more parts inside the gas tank than you would think, valves and flaps. If any of the parts go bad you could be in trouble as the OP is. The charcoal canister should deal with the fumes and not gasoline, something is really wrong in the OP's system.

My first guess after reading the repair manual is that the charcoal cannister shut off valve is not working properly and that makes it hard to fill the tank with gas as it cannot vent properly through the charcoal cannister. The valve should open when the ignition is off.
If air cannot enter the tank as the fuel is used then the vacumm will cause a problem. The gas cap lets air in to break the vacuum.
