Battery voltage is supplied to the pump motor from Fuse 6 (40A) located in the Underhood Accessory Fuse Block to both Left and Right Rotation Relays. The PTCM monitors the power top switch signal, when it senses a signal from the switch; the PTCM controls the battery feed and ground to the pump motor through the rotation relays.

Check Fuses 4, 25 and 26 in the Underhood Accessory Fuse Block.
CHECK THE BATTERY, 12.5 - 12.7 VOLTS ENGINE OFF, 14.5 - 14.8 ENGINE RUNNING.
These cars are very voltage sensitive.
This is good info and useful.There have been reports of the position switch in the overhead going bad and displaying these symptoms (I know this first-hand). In fact mine went bad after a pothole incident.
