With passenger airbag off, the only thing on the inside needing replacement would be the driver's airbag module...

It's a shame that such a low-mileage beauty got popped. Judging from the impact, this doesn't look like it hit another car? Almost appears to be "car vs. pole"...
AirBags are not designed to go of the seat is not occupied.
