Seeing that I live right outside of Detroit, I bet the filter will need to be changed when service "B" shows up. I think it has more to do with living outside of ANY metro area, not just Detroit. So that would explain why the above guy who lives near the coast of Oregon doesn't need it changed at 13K and the guy who lives in St. Louis needed his changed at 21K.
