If you compute 22 per gallon, in heavy City traffic, with lots of stop and go, I think your in really good shape.
As an example, on an extended trip, with just highway driving (in 6th gear), I averaged about 28 miles per gallon.
So 22 in the City of Moscow, moving at a crawl is okay in my mind...
