That motor is the secondary air injection pump/motor. It might be the Relay Control Module (RCM) has a stuck relay contact. I would pull the RCM and check all the relay contacts for burnt/fused contacts, and while it is out check/solder all the solder points on the back as well. This problem has been reported before and it was as a result of the relay 'fusing' shut and it would never turn off. Good luck!
