I got a note from my guy at the BBB...contacting them and creating a complaint will not work:

Secondly, I don’t think we are going to be able to do anything for you regarding your car. It appears to be a policy issue with the manufacturer. The BBB up there has made a determination and we can’t override that even if we wanted to. I asked around a bit and most of the feedback has been along the line of a class action suit or something similar. What would happen if we were the BBB for that area is that the manufacturer would just play a “this is our policy” game and keep it going for such a long time that it would not be worth pursuing any more. Unfortunately, big companies like that can stretch these things out for a very long time. I really wish we could help but this is a bit beyond us.
