From what I've been able to find using Google, auto body shops generally tend to fix this type of issue by sanding all of the chrome coating off of the part, and repainting the part with a chrome paint -- properly mixed with chemical modifiers that add a lot of flexibility to the paint. Then, with a good layer of clear-coat over the top to protect it, you wind up with something much like the original handle.

Their were others who wrapped it in leather, by winding a strip around just like an old golf club or tennis racket.

Others laced a leather piece in place.

While others stuck a fuzzy piece of Velcro along the seam.

I like the winding idea best.

Some people have cut their hands badly on the flaking finish, so be careful.
