Default First time using touch up paint

I have a black 2005 limited that has several light to deep scratches on the door and bumper. My google skills are failing me, everytime I look up "how to apply touch up paint" I get 50 different answers. Here are my questions..

1) For deep scratches like the one on my bumper, do I need to apply primer before I apply touch up paint? Do I apply touch up paint then clear coat? Do I even need clear coat with touch up paint?

2) Is the process to wash car > sand area with wet sand paper > apply touchup paint and let dry > buff?


This is the kit i'm looking at getting. I'm confused on what I would use the different variations of sand paper for. Will this kit have everything I need, if not what else should I buy? Any help would be GREATLY appreciated.
