I do not think under normal operation it would keep pulsing with the valve going up and down like a yo yo as the coolant would take a while to cool down enough with the valve closed before the signal to send more water through the system. If the valves were jammed then you may get pulsing, I do not know.

What do you get when
1, you use only AC on full cold setting.
2, on a half way setting with AC.
3, no AC with full heat.

What do the valves do then?
