There are individual adjusters on the headlamps but they're hidden/sealed off in N. America so we can't mess with them. European cars may have these adjustments accessible.
The left and right adjusters can be got at by removing the plug in the adjuster as per James1549's earlier post.
I'm thinking up and down is only adjustable for both lamps at the same time using the white adjuster, left and right adjustment is done individually using the two grey adjusters.
